Tcl MCCP Extension

Tcl_MCCP is a Tcl extension for MCCP, the Mud Client Compression Protocol. It is a rewrite of another project.

Solved the last few problems I was having and autoconfified the build system. Made a release.

Setup web page and committed code to CVS. I'll clean things up and make a release in a few days.
